General Guidelines for Completing the Notification Form:

• All applicable fields are mandatory and must always be filled in.
• Provide clear, accurate, and detailed information in every relevant field.
• Avoid vague or generic answers — explain business activities, ownership, funding, and strategy in detail. A business plan may be requested for new investments.
• Supporting documents (e.g., ownership charts, funding evidence) may be sent separately to notifications.nfdis@nfdis.mt. Ensure all attachments are complete and legible.
• If the target belongs to a wider corporate group, information on related entities in other EU Member States must be included under Section 4.
• Section 5 is to be completed only if establishing a new company in Malta.
• Use Section 8 to provide any additional details that may assist in the assessment.
• Incomplete notifications or those containing scarce information will not be accepted. The applicant will be required to resubmit a complete form.
• Where information is not available, provide a clear explanation.
• Refer to the provisions of Cap 620 for the notification and screening process, including the applicable timeframes.

Kindly send the completed form on notifications.nfdis@nfdis.mt. When submitting the form you are agreeing to the following declarations:

• I declare that I have obtained the express and irrevocable approval of all relevant parties involved in the foreign direct investment for the submission of this notification form, and that I have duly explained to them the purport and consequences of this notification process.
• In processing this notification form, I acknowledge and accept that the National Foreign Direct Investment Screening Office may request further information and documentation.
• In submitting this notification form, I confirm to have read the applicable legislation and declare that, after having exerted my best endeavours to verify the correctness of the data provided to me, the information which is being hereby submitted is, to the best of my knowledge, complete and correct.
• In submitting this notification form, I understand that further checks may be carried out by the National Foreign Direct Investment Screening Office or its appointees in verifying the information made in this form, and that any incorrect and/or incomplete information may lead to administrative penalties and/or other procedures.
• In submitting this notification form, I declare that all relevant parties involved in the foreign direct investment recognize that the investment shall not be carried out prior to obtaining the necessary clearance/authorisation from the National Foreign Direct Investment Screening Office.
• In submitting this notification form, I declare that the data subjects, Director/s of the company and Advisory Firm/Corporate Service Provider (CSP), hereby agree to the contents of this notification form.
• In submitting this notification form, I declare and confirm that the data subjects have understood the data processing activity pursuant to Articles 6 and 7 of Regulation (EU) 2019/452, in particular, the exchange of information provided herein, with the European Commission and other Member States for the purpose of the cooperation mechanism. Further information on data processing may be found on the website.
• In submitting this notification form, I declare and confirm that the data subjects have been duly informed that the processing of any of their personal data included in this form is as required by the prevalent Data Protection laws and regulations, by providing them with the below NFDIS Data Protection Notice.
